ABOUT PERIODS TO PROSPERITY

CARE International in Uganda is implementing Periods to Prosperity (P2P) project, this is an 18-month, USD 1 million initiative running from November 2025 to July 2026. Funded by the Michael & Susan Dell Foundation (MSDF) through CARE USA, it will be implemented by CARE Uganda in partnership with a Women-Led Organization (WLO): Women Rights Initiative (WORI). The project targets Kamuli, Jinja,

Mayuge, and Jinja City in the Busoga region. P2P aims at addressing the challenges faced by women in Uganda in managing menstruation with dignity, safety, and access to necessary resources, enabling them to increase productivity and achieve better economic outcomes. 

This sexual and reproductive health (SRH) project has a strong emphasis on menstrual health and hygiene (MHH), WASH facilities in workplaces, and a market-driven approach to MHH/WASH products aligned to CARE’s RISE pillar for sustainability.

Menstrual health and hygiene (MHH) are critical to the dignity, health, and economic empowerment of women and girls, yet remain a major challenge globally and nationally. Inadequate access to menstrual products, safe sanitation facilities, and accurate information perpetuates stigma, absenteeism, and reduced productivity. Poor MHH is directly linked to lost workdays, diminished participation in education and employment, and constrained economic opportunities. Globally, 500 million women and girls lack adequate menstrual resources, and cultural taboos further reinforce inequalities. For Uganda, this translates into significant barriers to women’s full participation in the economy, limiting their potential and undermining national growth.

These challenges result in lost productivity, hindered career advancement, and restricted economic opportunities. Without improved access to affordable products, safe facilities, and supportive environments, women’s health, education, and economic empowerment in Uganda will continue to be compromised, reinforcing cycles of poverty and inequality.

To address these gaps, CARE seeks to hire an Individual Consultant to provide WASH services and support CARE to ensure Improvement, construction and rehabilitation of WASH facilities in the districts of Mayuge, Kamuli and Jinja, and Jinja City.

PURPOSE

To provide specialized technical expertise to support the Periods to Prosperity project in assessing, designing, implementing, supervising, and assuring the quality of workplace WASH improvements. The consultancy will ensure that WASH facilities are safe, inclusive, accessible, sustainable, and responsive to menstrual health and hygiene needs, while meeting relevant technical standards and the requirements of the P2P project.

OBJECTIVES

The specific objectives are to:

  • Provide technical expertise to assess, design, and guide improvements to selected workplace WASH facilities.
  • Ensure quality and inclusivity by supporting development of facilities that are safe, accessible, disability-friendly, and responsive to women’s menstrual health and hygiene needs.
  • Support implementation and quality assurance through technical supervision, compliance with agreed standards, and verification of completed works.
  • Strengthen sustainability by providing guidance on appropriate facility management, maintenance, and stakeholder ownership.

SCOPE OF WORK

The Consultant will undertake the following task aligned to project strategic objective 2: Improved 30 WASH facilities in workplaces and public spaces

  • Output 2.1. Support establishment of clean private changing rooms and disposal systems in 30 workspaces
  • Output 2.2: As the budget allows, support the installation or upgrading of 30 light cost rainwater harvesting systems to ensure a continuous water supply at the 30 workspaces
  • Output 2.3: Support workspaces to establish 30-90 handwashing facilities

Tasks:  Activities implemented on a needs-based approach

Task 1: Construction of 5 workplace toilets:

  • Construct five safe, inclusive, accessible, and MHH-responsive toilet facilities at selected P2P workplaces in accordance with government standards on designs, BoQs, technical specifications, including all associated works and facilities required for functionality and sustainability.
  • Location: Mafubiira Market in Jinja city, Bugadde Market in Serinya B landing site in Mayuge district, Musita Market- Mayuge district and Bukagabo beach Mayuge district.
  • Support the installation of Water harvesting systems, continuos water supply including hand washing facilities.

Task 2: Rehabilitation of 4 Toilets

  • Rehabilitate four existing toilet facilities at Bwondha Landing Site and Market (Mayuge), Kibuye Landing Site (Kamuli), and Rippon Landing Site (Jinja) to ensure they are functional, safe, private, accessible, inclusive, and MHH-responsive, including necessary structural repairs, water and handwashing facilities, lighting, drainage, ventilation, doors/privacy, and safe menstrual waste management
  • Support the installation of Water harvesting systems continuous water supply including hand washing facilities.

Task 3: MHH-friendly improvements to 21 workplace toilets (light improvements)

  • Undertake minor improvements to 21 existing workplace toilets across Jinja, Mayuge, and Kamuli Districts to enhance privacy, safety, cleanliness, and menstrual health and hygiene, including lighting, handwashing, menstrual waste disposal, and other essential user-friendly features as required.
  • Support the installation of Water harvesting systems continuous water supply including hand washing facilities.

Expected Deliverables

The consultant directly or with help of Contractors selected through the CARE/Partner procurement system as appropriate, will deliver:

  1. Deliverable 1: Inception report; including site site-validation; updated site-selection matrix; and risk assessment (Maximum ten pages)
  2. Deliverable 2: Technical assessment and work plans
  • Conduct and document site assessments for all selected P2P workplace WASH facilities.
  • Develop site-specific technical recommendations, designs/specifications, BoQs and implementation plans for the construction, rehabilitation, and MHH-friendly improvements.
  • Submit an agreed work schedule and implementation plan indicating timelines, materials, quality standards, and completion milestones.
  1. Deliverable 3: Construction of 5 workplace toilets
  • Five (5) functional workplace toilet facilities constructed and completed at the selected P2P sites.
  • Facilities meet agreed standards for safety, privacy, accessibility, inclusiveness, and MHH responsiveness.
  • Water harvesting/continuous water supply and functional handwashing facilities installed at the five sites.
  • Provide completion and quality assurance reports, supported by photographs and relevant site documentation.
  1. Deliverable 4: Rehabilitation of 4 workplace toilets
  • Four (4) existing workplace toilet facilities rehabilitated and restored to functional condition.
  • Required improvements to privacy, lighting, ventilation, drainage, water supply, handwashing, accessibility, and menstrual waste management completed as specified for each site.
  • Water harvesting/continuous water supply and functional handwashing facilities installed or improved.
  • Submit site completion reports, photographs, and verification documentation for the four rehabilitated facilities.
  1. Deliverable 5: MHH-friendly improvements to 21 workplace toilets
  • Twenty-one (21) existing workplace toilets upgraded with appropriate minor MHH-friendly improvements based on site-specific needs.
  • include appropriate lighting, privacy, handwashing, cleanliness, menstrual waste disposal, and other agreed MHH features.
  • Water harvesting/continuous water supply and handwashing facilities installed or improved where required.
  • Submit a completion and verification report documenting the improvements made at each site.

Deliverable 5: Final completion and handover report (Maximum 20 Pages – excluding annex submit a consolidated WASH implementation and completion report covering facilities at all 30 workplaces.  

  • Report on the works completed, materials used, challenges encountered, corrective actions, and recommendations for sustainability.
  • Provide before-and-after photographs, site verification records, and evidence of completion.
  • Facilitate joint inspection with the local government and formal handover of the completed facilities to CARE/P2P and relevant workplace/site stakeholders.

DURATION OF THE ASSIGNMENT

The assignment is expected to run for 90 working days starting October 2026 to December 2026 following a work plan agreed at inception.

GEOGRAPHICAL COVERAGE

The assignment will be implemented in:

  1. Mayuge District
  2. Kamuli District
  3. Jinja District
  4. Jinja City

REPORTING AND COORDINATION

  • The Consultant will report to the Periods to prosperity Technical Advisor on Health Entrepreneurship
  • Close coordination will be maintained with WORI implementing Partner Executive Director and relevant District and city Officers including private sector actors and owners of locations for the  WASH facilities.
  • Progress updates will be submitted bi-weekly.

REQUIRED QUALIFICATIONS AND EXPERIENCE

The Consultant shall have:

  • At least 5 to 10 years of relevant professional experience in WASH, sanitation infrastructure, public health engineering, or a related field, with demonstrated experience supporting the design, rehabilitation, and improvement of institutional or workplace WASH facilities.
  • Proven experience in MHH-responsive WASH programming, including privacy, water availability, handwashing, menstrual waste management, lighting, accessibility, and safety with submitted verifiable references.
  • Demonstrated experience in site assessments, technical design and specifications, BoQ development, costing, construction supervision, and quality assurance.
  • Experience providing technical advisory and supervision support for construction and rehabilitation works, including contractor monitoring and verification of completed works.
  • Demonstrated ability to coordinate and engage multiple stakeholders, including local governments, workplace/site management, contractors, and community representatives.
  • Good knowledge of Ugandan WASH, sanitation, construction, environmental, accessibility, and occupational health and safety standards.
  • Experience working in community and high-use settings, including markets, landing sites, workplaces, and other public facilities, is highly desirable.
  • Proven experience working on related work in Busoga region and especially the target districts……

PAYMENT AND CONTRACTING ARRANGEMENTS

  • Payment that is inclusive of Professional fees, all related costs and applicable taxes will be performance-based, aligned to agreed deliverables, with no advance payments.  A detailed payment schedule to be defined in the contract. Work involving contractors will be paid separately by the Client,
